All AMO engineering officers who are considering upgrading their license are advised to do so at the earliest opportunity. Similarly, all QMEDs considering obtaining an original third assistant engineer's license are advised to complete original license preparation and exams as soon as possible.
In response to the Manila Amendments to the STCW Convention approved by the IMO in June, the U.S. Coast is expected to publish a notice of proposed rule making (NPRM), possibly before the end of this year, that will implement STCW training requirements for engineers.
Although the draft U.S. implementation details are not finalized, all indications are the training and assessment requirements for upgrading an engineering license or obtaining an original license will be very extensive and time consuming, similar to the current requirements for deck officers upgrading to the chief mate/master level, or unlicensed mariners obtaining an original third mate's license.
