Unsuccessful bidders protest MSC's charter awards for 10 maritime prepositioning ships


Three ship management companies have filed protests with the Government Accountability Office (GAO) over Military Sealift Command's award of charters covering 10 maritime prepositioning ships to Maersk Line Limited.

All three companies filing protests - Waterman, Keystone and AMSEA - were unsuccessful bidders under MSC's request for proposals (RFP) covering a total of 11 maritime prepositioning ships.

"The competition among ship operators for MSC charters has reached extreme levels in recent years and protests are not uncommon," said AMO National President Tom Bethel. "We expect MSC's decision will stand, but nobody can say for sure what the outcome will be.

"We do expect the protests will delay the turnover of the vessels, and the commencement of work for AMO members aboard the five ships not currently operated by AMO-contracted companies," Bethel said. "AMO will continue to monitor this situation closely and keep our membership informed of any developments."

The RFP was divided into five lots. Lots two through five were awarded to Maersk Line Limited.

Lots 2 and 3 cover the MPF(E) ships USNS GYSGT Fred W. Stockham and USNS LCPL Roy M. Wheat. Lot 4 covers five Maritime Prepositioning Squadron ships currently operated under AMO contract - the USNS 2nd Lt. John P. Bobo, USNS Sgt. William R. Button, USNS 1st Lt. Jack Lummus, USNS PFC Dewayne T. Williams, and USNS 1st Lt. Baldomero Lopez. Lot 5 covers three Kocak Class prepositioning containerships - the USNS Sgt. Matej Kocak, PFC Eugene A. Obregon and USNS Maj. Stephen W. Pless.

The one remaining lot in the RFP covering the USNS 1st Lt. Harry L. Martin, which is not currently operated under AMO contract, was awarded to a non-AMO company as a small business set aside. Periods of performance under the various lot awards are scheduled to commence between mid-2010 and May of 2011. The contracts, with all annual options exercised, can extend until Sept. 30, 2015, according to the RFP.
