Slots are available in the STAR Center Towing Officer Assessment Record (TOAR) program beginning Feb. 22.
During the TOAR program, participants are assessed in 70 percent of the required tasks on the Oceans/Near Coastal Towing Officer Assessment Record, which includes some common elements of the inland and Great Lakes TOARs. This program is both for participants who have and do not have an STCW endorsement as an officer in charge of a navigational watch (OICNW), and includes assessments for tasks that are satisfied by STCW OICNW, according to National Maritime Center Policy Letter 04-03, 4/22/2003.
