Mariners may request delayed credential issuance to prevent ‘license creep’


Mariners may request delayed issuance of their merchant mariner credential (MMC), the Coast Guard noted in a recent bulletin. Although the policy letter codifying this practice will be removed from circulation for other reasons, the “long standing” policy of allowing mariners to request delayed issuance will continue.

Mariners may request a delayed issuance in order to more closely align the issuance of their new MMC with the expiration of their current license, minimizing “license creep.” Should mariners wish to delay the issuance of their MMC, they should request the delay in writing on their MMC application when it is submitted to the Coast Guard. Requests received after the application is accepted will be considered on a case-by-case basis.

If the delayed issuance request is approved, the Coast Guard may hold the MMC up to 12 months from the date the application is accepted. Credentials will be issued approximately one month before the current credential expires, allowing time for delivery. The Coast Guard will not accommodate specific issue dates. During delayed issuance, the Coast Guard cannot delay the issuance of specific MMC endorsements. The National Maritime Center (NMC) will not issue a partial credential while delaying a particular endorsement.
