The National Maritime Center (NMC) has noted an increase in the number of Designated Examiner (DE) and Qualified Assessor (QA) requests being included with Merchant Mariner Credential (MMC) applications. This has delayed the processing of some DE and QA requests. DE and QA approvals are not MMC endorsements and are not requested through the MMC application process, the U.S. Coast Guard reported.

The STAR QA website contains all required information needed to request a QA letter, including USCG-accepted online training, which generates a certificate accepted by the USCG as meeting the QA training requirements.

Commanding Officer (NMC-2)Members of American Maritime Officers are encouraged to obtain the Qualified Assessor (QA) letter. Qualified Assessors are recognized by the USCG to conduct and sign-off STCW assessments onboard vessels for designated endorsements IAW NVIC guidelines.
