STAR Center adds Towing Officer Assessment Record Course


RTM STAR Center has added a new five-day Towing Officer Assessment Record (TOAR) Program to the schedule in Dania Beach, Fla.

The first course is scheduled for Sept. 15 to 19 and is open to AMO deck officers with a license of 200 gross tons or higher. The course can be taken by members with an unlimited third mate license or higher interested in working aboard articulated tug/barge units (ATBs) and other towing vessels.

Manning requirements for towing vessels are found in 46 CFR Part 16.610. Regulations allow a mariner with a 200 gt license or higher to operate towing vessels, provided they have completed a TOAR program specific to the environment in which the vessel operates, i.e. oceans, near coastal, inland, etc. In addition, the mariner must have proof of 30 days on a towing vessel specific to the environment in which they will be working.

The five-day simulator-based program meets 80 percent of the assessments required by the Coast Guard for qualification as a towing officer. The remaining assessments must be completed onboard a towing vessel by a U.S. Coast Guard approved designated examiner.
