U.S. Coast Guard updates STCW NVICs for chief mate/master and other endorsements


The U.S. Coast Guard has issued 'change 1' to NVICs 10-14, 11-14, 12-14 and 17-14. The changes to the NVICs require the use of NEW Records of Assessments when signing off tasks covered by these NVICs. At this time, the changes only affect those upgrading to chief mate/master (management level), and to the officer in charge of a navigational watch (OICNW) and officer in charge of an engineering watch (OICEW) endorsements.

STAR Center's informational page on the chief mate/master upgrade requirements has been updated to include the information and guidance contained in 'change 1.' Anyone in the process of upgrading should review the updated webpage, specifically noting the changes to the Record of Assessment. Anyone starting their upgrade should use the new guidelines in NVIC 10-14 Ch.1. The new NVIC notes: "The Coast Guard will continue to accept demonstrations of competence using the original guidelines (Enclosure (2)) and documented using the original Record of Assessment (Enclosure (3)) until December 31, 2017."
