MEBA declines to participate in Tripartite Agreement on two RFPs


The Marine Engineers' Beneficial Association (MEBA) has declined to participate in the Tripartite Agreement on two requests for proposals (RFPs) as U.S. officers' unions prepare labor packages for their contracted operating companies involved in the bidding process.

Both American Maritime Officers and the International Organization of Masters, Mates and Pilots agreed to prepare their labor packages for these RFPs under the Tripartite Agreement; however, MEBA declined.

Under a Tripartite Agreement, the three officers' unions draft a uniform total wage and benefit package to provide their respective operating companies bidding on an RFP. Labor proposals submitted under a Tripartite Agreement provide for a stronger wage and benefit package for the licensed officers working for the operating company that is awarded the contract for the vessels covered by the RFP.

One RFP covers 11 surge LMSRs. The second is a draft solicitation on an upcoming RFP covering a total of 10 maritime prepositioning vessels, including seven MPS ships and three MPF(E) ships.
