AMO comments on USCG proposed rulemaking: Seafarers' Access to Maritime Facilities


American Maritime Officers submitted comments for the record on the U.S. Coast Guard's proposed rulemaking on Seafarers' Access to Maritime Facilities. The Coast Guard received a total of 145 comments on its proposal, the comment period for which closed February 27.

In summary, the Coast Guard is proposing a regulation to require each owner or operator of a facility regulated by the Coast Guard to implement a system that provides seafarers and other individuals with access between vessels moored at the facility and the facility gate in a timely manner and at no cost to the seafarer or other individual.

"The proposed regulation on Seafarers' Access to Maritime Facilities will affect all our members and we appreciate the U.S. Coast Guard's effort in preparing this document. We also appreciate the many stakeholders who submitted comprehensive comments supporting this regulation," AMO stated in its submission.

"We are generally satisfied that the key elements are addressed guaranteeing access to seafarers, welfare and labor organizations, and other persons conducting legitimate business with a vessel. However, we continue to be concerned about the interpretation of 'timely access without unreasonable delay' and 'at no cost' and will discuss them further in our answers to the specific questions asked in this notice," AMO stated.
