U.S. Coast Guard issues NVICs addressing STCW final rule


The U.S. Coast Guard has so far released nine NVICs (navigation and vessel inspection circulars) addressing new requirements contained in the final rule implementing the 2010 amendments to STCW. In all, the Coast Guard is expected to release more than 25 NVICs. More information is available on the National Maritime Center website.

STAR Center and American Maritime Officers are reviewing the NVICs and the final rule to develop a consolidated report on new requirements with the potential to affect members of AMO. As interpretations are developed, they will be provided to AMO members attending courses at STAR Center during weekly briefings. When a consolidated report on the final rulemaking and lengthy individual NVICs has been completed, it will be published on AMO Currents and in American Maritime Officer.

To date, the following NVICs have been released:
  • NVIC 01-14: Medical certificates
  • NVIC 02-14: Grandfathering (for endorsements that may need to be placed upon a Merchant Mariner Credential)
  • NVIC 03-14: Course approval
  • NVIC 04-14: Qualification for STCW endorsements for proficiency in survival craft and rescue boats other than fast rescue boats
  • NVIC 05-14: Qualification for STCW endorsements for fast rescue boat proficiency
  • NVIC 06-14: Qualification for STCW endorsements as rating forming part of a navigational watch
  • NVIC 07-14: Qualification for STCW endorsements as rating forming part of an engineering watch
  • NVIC 08-14: Basic training (formerly basic safety training)
  • NVIC 09-14: Qualification for STCW endorsements for advanced firefighting
