U.S. Coast Guard issues guidance on requesting extensions for compliance with ballast water management standards


The U.S. Coast Guard has issued a policy letter that explains how vessel owners and operators can apply for an extension to implement ballast water management discharge standards.

The policy letter, titled CG-OES Policy Letter No. 13-01, allows a ship owner/operator to provide documentation demonstrating that, despite making every effort, it is impossible to meet the new BWM discharge standards on the timetable established by the U.S. Coast Guard in June 2012. An extension of up to five years may be granted, if approved by the Coast Guard, according to the policy letter.

This policy letter is not to be confused with another recent U.S. Coast Guard letter with a similar name regarding guidelines for the disposal of garbage under MARPOL Annex V. On Feb. 26, the Coast Guard issued CG-CVC Policy Letter No. 13-01 that provides guidance on compliance with the amendments to MARPOL Annex V prohibiting the discharge of all garbage into the ocean unless expressly permitted.
