U.S. Coast Guard issues guidance on continued use of 2007 Oil Record Book

The U.S. Coast Guard has issued a letter to vessel masters and chief engineers providing guidance on the continued use of the 2007 Oil Record Book. The International Maritime Organization adopted amendments to MARPOL Annex I in 2009, making changes to requirements for entries in the oil record book. As stated in the letter, the U.S. Coast Guard is currently revising its oil record book to comply with the latest MARPOL Annex I amendments.

"Until the revised oil record book is made available, you should continue to use the 2007 version of the oil record book," the Coast Guard stated. "Until the U.S. Coast Guard updates the oil record book, please attach this letter with a copy of Resolution (MEPC.187(59)) to your existing oil record books. Additionally, we recommend that you document your oil record book in accordance with Annex 3 of the resolution in order to minimize compliance issues when in foreign ports."

The U.S. Coast Guard letter with Annex 3 included can be downloaded from the AMO Currents website. A draft of the new oil record book was attached to the Coast Guard's notice of proposed rulemaking on the MARPOL Annex I amendments and can also be downloaded from the AMO Currents website for reference.

The letter and its enclosure were made available online by Bryant's Maritime Consulting.
