MARAD warns of heightened piracy threat between monsoon seasons


The Maritime Administration has advised U.S.-flag vessel operators and mariners the threat of piracy will increase in the Gulf of Aden, Red Sea, Indian Ocean, Arabian Sea and waters off the Horn of Africa as the region enters the dry season in October and November.

MARAD also advises mariners: "pirates have and will continue to adapt to ship protection measures ... masters and operators should anticipate attacks that may vary from past tactics." The advisory notes pirates have extended their attacks to ports and territorial waters and that masters and operators should "maintain all applicable defensive and protective measures that are legally permissible during the vessel's time in port or at anchor."

The advisory reminds mariners that vessels operating in high-risk waters are required to comply with U.S. Coast Guard Maritime Security (MARSEC) Directive 104-6 (current version), which provides direction to owners and operators of U.S. vessels responding to emerging security threats.
