ECDIS training requirements now and in the future


The U.S. Coast Guard is soon expected to issue a notice of proposed rule making (NPRM) outlining how the agency intends to implement certain training requirements for ECDIS (electronic chart display and information systems).

Since the publication of the NPRM has been delayed, STAR Center is providing the following information for members and applicants of American Maritime Officers.

The 2010 STCW Manila Amendments require ECDIS training to satisfy the training and assessment requirements of STCW table A/II-1 (OICNW) and OICNW A/II-2 (chief mate and master). The new STCW amendments take effect Jan. 1, 2012. It is anticipated these requirements will be phased in over a five-year period. STCW also requires companies to provide individuals employed onboard a ship with familiarization in the shipboard equipment, operating procedures and other arrangements needed for the proper performance of their duties. This would include ECDIS equipment onboard the ship.

If the vessel you are employed on (or are seeking employment on) is fitted with ECDIS, you may be required to have a U.S. Coast Guard approved ECDIS course to satisfy company, vetting or other inspection requirements PRIOR to the phased in implementation date set by the U.S. Coast Guard.

STAR Center's five-day ECDIS course is approved by the U.S. Coast Guard as meeting the current, and we at this time believe, the Manila Amendment requirements of STCW. It also includes all points of guidance in STCW 2010 Section B1/12, paragraphs 36-66, for the "TRAINING AND ASSESSMENT IN THE OPERATIONAL USE OF ELECTRONIC CHART DISPLAY AND INFORMATION SYSTEMS (ECDIS)."
