The U.S. Coast Guard's National Maritime Center (NMC) recently provided detailed instructions for merchant mariners seeking to authorize a third party, such as a spouse or employer, to handle the details of their credential application while they are at sea or away from home.
Mariners wishing to authorize a third party to work directly with the NMC on their behalf must send the NMC a 'Third Party Release.' The Center has provided a sample release format, available online. Mariners may also send the release in any format, provided that it:

Mariners wishing to authorize a third party to work directly with the NMC on their behalf must send the NMC a 'Third Party Release.' The Center has provided a sample release format, available online. Mariners may also send the release in any format, provided that it:
- Is in writing
- Includes the mariner's full name and signature
- Includes the date the mariner wishes the release to expire
- Includes the mariner's unique 'Mariner Reference Number,' if applicable, or Social Security Number if the mariner is a first-time credential applicant
- Includes the full name, address, phone number and other contact information of the authorized third party
- Provides specific instructions on what information can be discussed on the mariner's behalf
